Payment Operations & Standards Directorate

Lead Specialist - Payment System Standards

Key accountabilities:

  • Assist the Head of the section in preparing and evaluating current policies, roadmap and plans to propose changes, if necessary, to further promote payments and financial market infrastructures (FMIs), and ensure their safety, efficiency, and soundness.
  • Coordinate, organize and carryout the tasks relating to studying and analysing the developments in the payments and FMIs.
  • Organize and conduct analytical work, studies, research, consultation papers, surveys and specific assessments to: (i) evaluate risks & inefficiencies; (ii) evaluate existing regulatory requirements; (iii) recommend corrective measures; and (iv) propose the regulatory requirements in the form of regulations, directives, rules, circulars, or instructions (including amendments).
  • Regularly collecting and tabulating data and maintaining the database in a confidential manner.
  • Monitor operations of FMIs and the major operational incidents reporting, classifications, and assessments of the operators and participants of the payment systems, to identify noncompliance with the directives/regulations and propose remedial measures and/or policy updates and amendments.
  • Draft directives, circulars, regulations, and other legislative documents, and review such documents (when necessary).
  • Draft reports, letters, press releases to increase awareness among the stakeholders and the public.
  • Ensure alignment of payments and FMIs with the best international practices and standards, such as Principles for Financial Market Infrastructure (PFMI).
  • Propose recommendations to implement and comply with the PFMI & other standards adopted by the CBB.
  • Coordinate, supervise and carry out the work relating to the collection and maintenance of the database on FMIs, in accordance with the BIS Redbook format & definitions, and publish the data & information (where necessary).
  • Assess proposals of the implementation and development of FMIs and payment projects and enhancements against the relevant CBB regulatory requirements and international standards (such as PFMIs); and propose, recommend desired specifications and functions of the FMIs.
  • Closely monitor and follow-up on the work progress relating to implementation and development of FMIs and payment projects and enhancements ensuring timely and high-quality delivery; propose the required regulatory requirements by way of conditions, regulations, and directives; and review operating rules of FMI.
  • · Effectively participate in working committees and make necessary arrangements (including arranging meetings, preparing documents, minutes etc.) to assist the Head-Payment System Policy to maintain a close dialogue with the FMI owners, operators, and participants.
  • Effectively participate (or lead) in technical committees appointed by the CBB, enabling the CBB to carry out its role relating to the policy and development of the FMIs.
  • Cooperate with the relevant officials of the central banks and monetary authorities of the GCC and AMF in implementing collective actions to promote the development of regional and cross-border FMIs and further enhancing regulatory cooperation including surveys.
  • Deliver clear, accurate, and timely ad hoc analytical presentations to senior management and committees, enabling well‑informed decisions even under tight deadlines.

Minimum Qualification:

Bachelor’s or master’s degree in Banking/Finance/Economics/Data Science/MIS or equivalent. Professional certifications in project management are appreciated.

 

Minimum Experience:

5-7 years in relevant field

Communications & International Relations Directorate

Lead Specialist – Public Relations

Key accountabilities:

  • Deliver public relations services in an efficient and effective manner while maintaining and enhancing the image and reputation of the CBB.
  • Support the digital transformation initiatives aimed at automating administrative processes and improving operational efficiency.
  • Implement policies and procedures concerning travel, accommodation, transportation services and events for the Governor, accompanying delegations, and VIP Guests to meet the CBB’s internal and external requirements.
  • Ensure adherence to budget constraints and compliance with internal policies and procedures.
  • Build and maintain relationships with key external partners and vendors, including hotels, travel agencies, and logistics providers.
  • Serve as the secondary point of contact with host organizations, ministries and other government entities, embassies and event organizers in Bahrain and abroad on protocol matters.
  • Support other directorates in organizing official events, seminars, and conferences, including venue selection, catering, third-party vendors and logistical arrangements
  • Manage educational and field visits for schools, universities, and large groups.
  • Manage photography and video coverage for events in Bahrain and abroad.
  • Manage catering for internal and external events in which HE the Governor and executive management.
  • Update of directories and authorized signatory lists (for example: Banks in Bahrain, Government Directory application, CBB VIP list).
  • Confirm arrival/departure protocols, escort arrangements, flags and gift exchanges for HE the Governor and VIP guests at all internal and external events in Bahrain and abroad.
  • Prepare seating charts and manage guest lists as per protocol.
  • Event management, including assessment and facilitation of financial support, hosting, agenda content, CBB speakers, moderating, managing virtual platforms, and CBB staff nominations and registration.

Minimum Qualification:

Bachelor’s degree in Communications / Public Relations / Marketing or its equivalent.

 

Minimum Experience:

5-7 years in relevant field

Monetary Operations & Government Debt Management Directorate

Head – Monetary Operations

Key accountabilities:

  • Drive monetary policy facilities market development through project management
  • Review and confirm the Weekly Statistical Report prepared before presenting it to the Monetary Policy Committee and verifying the minutes before they are sent to Management.
  • Monitor the developments in domestic money and securities markets, producing analysis and providing regular recommendations to the Executive Director on monetary policy implementation, market risks, and relevant issues.
  • Manage CBB accounts, conduct Open Market Operations, and assess the CBB domestic financial assets to support financial stability and manage the liquidity of the banking system.
  • Manage entity accounts and bank reserves, ensuring regulatory compliance, while streamlining monetary operations and reporting for strategic decision-making.
  • Implement Monetary Policy Committee (MPC) decisions and analyze market trends to provide strategic advice to MPC.
  • Issue directives to participants in relation to new policies, systems operating rules, and regulations.
  • Monitor developments in domestic money and securities markets/domestic financial markets.
  • Participate in the assessment of the systems and implement recommendations to ensure compliance of the systems and operations against the best international standards.
  • Prepare data related to Monetary operations for the periodic updates of the Redbook.
  • Participate in Business Continuity Planning (BCP) activities to ensure operational resilience.
  • Manage Money Market operations, including monitoring, reviewing, posting, and updating the policy interest rates, daily interest rates on the CBB website, LSEG workspace, and Bloomberg pages, liquidity levels, and transactions related to daily standing facilities (e.g., deposit facilities, lending, repos).
  • Conduct liquidity operations as needed to suit market conditions, ensuring that liquidity management procedures are properly implemented and assessing the CBB’s ability to support the banking system and economy.
  • Conduct Banking Services Operations, maintaining accounts for banks, financial institutions (such as Bahrain Clear, IMF, AMF, and Government Entities like SIO), administering day-to-day transactions in the core banking system, and coordinating with account holders.
  • Review and approve CBB Sale & Purchase transactions related to government securities in SSS, RTGS, and core banking system, while managing the CBB accounts and authorizing the posting of government securities transactions.
  • Ensure the timely and accurate processing of statutory cash reserve requirements transactions for banks on a monthly basis.
  • Manage participants’ onboarding into the systems, participation, and related accounts.
  • Provide liquidity to participants of the payment system, monitor the liquidity position of local retail banks and the adequacy of collaterals, collateral management, and settlement patterns.
  • Process, confirm and authorise posting all the international Monetary Fund (IMF) transactions and accounts with the CBB and liaise with MOFNE through Governor’s Office to issue new Treasury Notes on IMF Securities Account.
  • Participate in the periodic review and updates of the Redbook.
  • Adhere to rules, regulations, procedures, and policies in all operations.
  • Carry out any additional tasks assigned by superiors ensuring timely completion.

Administration Directorate

Senior Specialist / Lead Specialist - Logistics Services

Key accountabilities:

  • Coordinate travel, accommodation, and hospitality arrangements for CBB staff and official guests, ensuring adherence to approved policies and service standards.
  • Manage and oversee the processing of work permits, residence visas, e-visas, and customs-related documentation in coordination with relevant authorities, ensuring accuracy, compliance, and timely completion.
  • Coordinate with vendors and service providers to deliver printing, advertising, and logistics-related services, ensuring quality, cost-effectiveness, and timely execution.
  • Oversee/ Handle the clearance of CBB shipments by liaising with customs authorities and logistics providers, ensuring compliance with applicable regulations and internal procedures.
  • Implement and monitor logistics-related policies and procedures covering travel, accommodation, publications, and logistics services to meet CBB’s operational and regulatory requirements.
  • Establish and maintain effective working relationships with key external partners, including hotels, travel agencies, and logistics providers, to ensure reliable and high-quality service delivery.
  • Monitor and ensure adherence to allocated budgets, internal controls, and procurement policies in all logistics-related activities.
  • Support the implementation of logistics services initiatives in line with CBB’s communication strategy and branding guidelines.
  • Maintain and oversee Logistics Services records, databases, and documentation, ensuring accuracy, completeness, and readiness for reporting and audit purposes.
  • Track and monitor LS activities, bookings, and service requests, providing periodic reports and updates as required by management.
  • Ensure timely follow-up and execution of tasks assigned by the Head of Logistics Services or Director – Administration.

Minimum Qualification:

Bachelor’s or Master’s degree in Business Administration, Logistics or its equivalent.
